Disk break is not needed if you are planning to rind on road or somewhat rough terrain .. V- Breaks are fine..
Disk is needed when you ride in water / wet or muddy ride where you need better control on break.. its always better to get hydraulic breaks which really gives you great control on wheel in any condition.
If I have to select between hybrid and MTB, i will go with MTB, as their frame is excellent and can run on/off road, for long ride you might need to change tire but i m fine with 26 x 2.2 and Trek 6000D and 200 km rides ..

For 25,000 you should be able to find some pretty awesome ones. A friend of mine recently picked one up. He used choosemybicycle.com to find it
